Some chargers don't charge at a speed that goes faster than your phone uses battery; find a new one, preferably a charging brick
But this is the charger that came with the phone
Doesn't mean it's good. You'll find this rate of charging sometimes, like in some cars. Try switching charger or using a different outlet
