Here are my thoughts:
This is likely a message or encryption key from your own algorithm mentioned in your previous post.
If not, it may be decoded to 80 12.182' 089 52.120' (coordinates), however it lands you in the ocean North of Russia which makes no sense.
My final guess is the partially discernable string “GOoA3toapReEtIA4essE2” but I cannot understand it.
it’s essentially the same algorithm as my previous post, but on steroids. i made some very large changes to the encryption/decryption process, so the previous post likely will not help in any meaningful way.
Then yeah its probably basically nondecryptable without a key

nope! this is a cipher of my own invention; its a distant modified relative of the caesar cipher.
well it kinda needs a key I think
the key is the bottom number
the top is the ciphertext
the middle is a number that the key applies to. when you perform the correct operations on this number, you’ll get (basically) half of what you need to decrypt the text
