It's not Scratch, just Mossy
Other stuff on other communities on there has gone wrong too. Like sliverus for example. You can ask @/dertermenter he’ll be able to give you so many examples.
What Mossy did is just Mossy's problem and the Scratch community mostly hates them for it. Scratch does have problems but Mossy's case is quite specific.

Mossy shouldn’t have been in kids DMs as an adult, sending anything remotely suggestive. She shouldn’t have made NSFW art knowing a lot of her fans were kids. And she should have just stepped away from the computer in general.

Most of the “kids DMs” stuff was made up by the kids. Unfortunately, I can’t find the video where a kid faked Mossy sending NSFW at the moment.
I agree they should never have made anything suggestive.
Yeah this is the biggest problem, responding to the kids’ ragebait until it becomes a physical danger.
