The PC I was talking about+ a new monitor (my other one is real old and wouldn't utilize the power of a 4070 super well + dual screen is life changing) have been ordered for Christmas :D thanks to everyone here who gave advice

uh I think the CPU has to be water-cooled (will be nice space heater in winter)
nice! only recommendation I would have made is to not get an intel CPU and instead get an AMD one, as intel CPUs have had some terrible reliability problems recently

The Intel top of the line 14 and 13 gen have been dying really quickly, and there's no fix (that I know of)
That being said I only understand the Intel and Nvidia numbers. I know nothing of AMD but I've heard they have a lot of good performance let dollar and stuff. As far as GPU though, I want the features that come with Nvidia products
