The country your ship is registered in is the one where the laws apply I think. You could just go somewhere that doesn’t extradite which would be easier than the ocean

If you committed the crime against a Western (US-aligned country) like Israel for example, and then went to shore in Iran or something, they would probably not arrest you and wouldn’t extradite you. Like Edward Snowden, who leaked classified documents and now lives in exile in Russia.
