a mechanic i found out and really like about wasteof is, when you follow someone, it gives them a notification once. if you unfollow and then follow them again, it wont give them a notification. but it (probably) will give them a notification if they get a separate notification prior to you following them again
I’m pretty sure the way it works is a notification delay but I don’t have any proof
