I’ve heard it but I feel like your definition might be different
to me, it means something like “i agree, so much so that i too say this.” i wouldn't use it like this, but for instance, if someone said “free Palestine”, i might say “i’ve been saying this”, because i agree, and i have been also saying that.
i'm pretty sure everyone says that (though instead of what you say i usually say "that's what i'm saying")
